        instead of cotton bolls or roll, dryer lint is better because of the different size threads involved.

        into a half-pint (or so) + of acetone, mineral spirits, lacquer thinnner, naptha, etc, dissolve a shy handful of smokeless powder sweepings (some kinds dissolve completely, some don't) and enough vaseline to where the mix is about as thick as ribbon cane syrup.

        soak the dryer lint in the mix, spread out and let the solvent (mostly) evaporate, then stuff it into a 35mm film can while it is still damp-ish.

        with a magnesium block or magnifying glass (or bic lighter - my preference), there is no such thing a 'no fire.'

        so do you.  cut open a couple of old shotshells and you have the nitro.  turpentine or mineral spirits will work if you have them, but a pint of acetone costs less than a buck at wal-mart.  it is fingernail polish remover.  or, you can pay more at the lumberyard or paint store.

        i like dryer lint over cotton balls or cotton wool because you have a number of different textures and absorbancies.

        if beeswax is soluble in some solvent, try some.  it has to taste & smell better burning and smoke less than vaseline, i would think.  the couple of times i have *had* to use the firebase, i wasn't real concerned about smoke or smell, i gotta confess.
