The Northeast Illinois Shooters Information Service (NEISIS) is providing the following alert:

In a move to consolidate the Ryan/Daley gun grabbing machine, Governor George Ryan made a pair of public appearances, one in Chicago, one in Springfield, on Tuesday to unleash new attacks on the law-abiding firearm owner.

Disguised as rallies to bolster support for Ryan's faltering "Safe Neighborhoods Act," the news conferences were nothing more than well-staged attacks on semiautomatic firearms.

Surrounded by such antigun luminaries as Chicago Mayor Daley and Chicago Police Commissioner Hillard, Ryan held up an SKS carbine and dubbed it a "human hunter."  Later, in a second press conference, Ryan made similar remarks about an AR-15 rifle.

Sources close to the action report that Ryan used the press events to telegraph his intent to revive his "assault weapon" ban which has been on the shelf for a decade.  NEISIS has learned that leaders of Chicago gun control groups have been hobnobbing with their counterparts in California and Massachusetts in an effort to craft a ban that would be the basis for a national ban.

As NEISIS understands it, the proposed law would:

• Ban the sale of all new semiautomatic pistols and rifles.  Semiautomatic shotguns would be required to pass a rigid "sporting purpose" test.
• Require all current owners of semiautomatic pistols and rifles to obtain a special permit.
• Require registration of all currently owned semiautomatic pistols and rifles.
• Prohibit transfer of currently owned semiautomatic pistols or rifles.  Under this provision, you would not be able to include any semiautomatic firearms in your will.  Presumably, your executor would have to turn the guns in to the police for destruction.
